I'm considering upgrading to a 3G S and passing my 2G phone on to the "commander and chief" of this household. Here's the question- How or can you sync two phones to the same computer? She is not a computer type person and hence has no User ID on any computers.

You would probably be best to create a new User account for her. You can just use the same User account but you'll be sharing contacts, calendars, etc. Photos, music, video can be selected by each of you.
