I will be using a New Intel Mac Mini on a old, old 22" Cinema Display with a ADC connection. I will be powering the display with an Apple DVI to ADC Adapter. The question is: What about the USB ports on the back of the display? Are they still USB 1 ports? or are they now USB 2 ports? Would it be advisable to plug the keyboard or mouse in these ports?

Experience is what you get when you were expecting something else.

The display USB ports don't change when the display is plugged into different systems. They should be fine for the keyboard and mouse.

I'm using the same setup, I have my Wacom Tablet in 1 port & charge a Bluetooth handset in the other. And as James said they are still USB 1.0 ports.
