This person contacted me through eBay email but the auction is over.

So if I do this and only want to sell to this person I have to go through ebay right? How does one sell to just one person? Not going through eBay will be bad? No? I would want to go through eBay for the buyer and seller protections that I am assuming there are. The eBay stuff I've read so far does not address this issue outside of it being a buyer making an offer outside the auction.

There are a few ways to do it (or at least I would do it)- and YES do it via ebay if he is out of State to be safe.

I would contact the potential buyer and arrange for a time when he and you are going to be on ebay and do a Buy It Now or eBay Best Offer.

There is a short period of time after you list an item before shows up in the categories (minutes to an hour sometimes). Lets say you relist it at 10pm EST. You get the URL and it mail it to him at 10:01, he can click through and buy the item - Buy It Now, done deal.

Or you can list it normally via Best Offer at any Time and just accept his Offer.

Final note: This item was sold to the person i mention above with positive feedbacks all around in eBay. Thanks for your support.
