I plan on erasing and formating the HD and re-installing Tiger on a PowerBook G4 and would like to know if I do that- Will I be able to access the software update feature and get the new installation updated or will I need to go into the archives of Apple's web site and download a package and apply it to my fresh install on the laptop?

You can use Software Update, but you'll be doing quite a few updates. You would be better off downloading the latest Tiger Combo Update onto an external drive. After you re-install, apply the combo update, then pick up any stray app updates from Software Update after that. You'll save yourself several extra download/reboot cycles.
