Check Microsoft's website for free authoring utilities downloads. Microsoft offers a free editor for audio in Windows Media File Editor, I think. It's a very simple editor.
Windows toolkits don't go cross platform too often (like to freeware or open source software) because Microsoft demands licensing fees, something the open source community doesn't like. Also, Microsoft might want to charge for rewriting the source code to something cross platform. Microsoft doesn't like releasing source code, but they do like proprietary code.
