I took 8 shots from a center postion around a full 360 degrees to combine as a panoramic. (there is some overlap on both sides) Is there a way to create a panoramic that goes the full 360 degrees around by stitching it together in photoshop? (I have version 10.0.1 photoshop extended)

If memory serves that would be done in QuickTime. Photoshop is basically for printed format.

I'm wondering if there is a way to wrap the photos around a cylinder and then view it from the inside..

That used to be called a cyclorama, I believe. There is one in the South of the battle of Atlanta, I think. Oil painting in the round, so from the inside it is as if you were looking around the field.
