I just picked this add on to Handbrake called VLN media player(free) because the new Handbrake 0.9.3 will not be able to decrypt CSS encryptions on commercial DVDs.

Do you mean VLC? It's not an add-on to anything - it is a stand-alone program that has versions for several platforms and can be used to play back audio/video on your local machine or to stream it from another.

I guess what i meant is that you can open Handbrake and VLC allows the decrypting of the CSS to work.
